Demand Enhanced Transparency, Community Safety Measures, and Full Utilization of Advanced Tools/Resources
Greater public transparency from authorities (regular updates without compromising ops).
Stronger community safety measures (e.g., for elderly/vulnerable residents, neighborhood watches, patrols).
Full use of advanced investigative tools (drones, thermal imaging, AI analysis, genetic genealogy, cellular data, multi-agency coordination with FBI, etc.).
The Issue
DAY 22 of Nancy Guthrie being missing.
We, those who are the undersigned residents of Pima County, Arizona, concerned citizens as well nationwide, and advocates for elder safety and justice, petition Pima County Sheriff Chris Nanos, the Pima County Sheriff's Department, the Federal Bureau of Investigation (FBI), and relevant state and federal authorities to "immediately prioritize" and publicly affirm the deployment of all available non-compromising advanced investigative tools and resources in the ongoing search for Nancy Guthrie, who has been missing since January 31, 2026, in an apparent targeted abduction from her Catalina Foothills home.
As of February 22, 2026—now entering the 22nd day of this high-profile case—public updates indicate progress in areas such as suspect clothing identification, DNA analysis (despite lab delays potentially extending months), processing of over appx 40,000–50,000 tips, and coordination with the FBI.
However, prolonged limited transparency on investigative advancements, combined with challenges like mixed DNA samples and no named suspect, has heightened possible fear among elderly and vulnerable residents in Tucson-area communities.
This silence erodes public trust, discourages timely tip submission, and leaves residents feeling unprotected against potential ongoing threats in a low-crime suburban area.
This petition does not seek interference with the investigation, release of sensitive evidence, or speculation on leads. Instead, it respectfully demands:
Increased, structured public communication — Regular non-operational updates on general progress, community safety advisories (e.g., home security recommendations for elders, neighborhood watch enhancements), and reassurance that resources remain fully committed.
Full utilization of established, non-compromising "advanced tools and resources" already available to federal, state, and local agencies in missing persons/abduction cases, including but not limited to: Signal detection/sniffing technology (e.g., airborne or drone-mounted devices to detect Bluetooth/low-power emissions from medical implants like pacemakers, as previously deployed via helicopter in this case).
Geofencing and cellular/wireless data analysis (tower dumps, historical pings, and emergency preservation requests from providers).
Digital forensics and residual data recovery (e.g., from smart-home devices, cloud backups, or overwritten footage via forensic tools).
AI-assisted analysis (e.g., pattern recognition in video footage, tip prioritization, or large-scale data review through platforms like COPLINK or FBI analytical tools).
Investigative Genetic Genealogy (IGG) (if CODIS yields no hits, using third-party services for familial matching—potentially crowdfunded or grant-funded if needed, per emerging federal proposals like the Carla Walker Act).
Multi-agency coordination resources (e.g., FBI's Violent Criminal Apprehension Program [ViCAP] for cross-referencing similar cases, Child Abduction Rapid Deployment [CARD] analogs for vulnerable adults, Behavioral Analysis Unit [BAU] profiling, Evidence Response Teams [ERT], and Cellular Analysis Survey Teams [CAST]).
Public-facing tools (e.g., expanded use of Ring Neighbors app for voluntary footage submission, real-time analytical crime centers like Tucson's TRACC, and Walmart/vendor collaborations for item tracing).
Search augmentation (thermal imaging drones, FIRMS satellite anomaly monitoring for remote areas, and coordinated ground searches in public lands with volunteer guidelines to avoid interference).
These tools are standard in abduction/missing persons investigations, preserve evidentiary integrity, and can be scaled without public disclosure of specifics that risk the case.
Community safety enhancements — Immediate elder-focused measures, such as neighborhood safety briefings, increased patrols in Catalina Foothills, advisories on night-time protocols, and partnerships with private security firms or apps for vulnerable residents.
After signatures are gathered:
The petition becomes a public document that can be:
Delivered directly to decision-makers (Sheriff Chris Nanos via Pima County Sheriff's Department; FBI Tucson Field Office; Arizona Governor's Office for state oversight).
Shared with media (local outlets like Arizona Republic, KVOA, Fox 10 Phoenix; national like NBC, Fox News) to amplify pressure for transparency.
Presented at Pima County Board of Supervisors meetings or public hearings on sheriff accountability.
Used to support formal complaints to Internal Affairs or calls for independent review/audit if transparency gaps persist.
Leveraged to launch parallel efforts (e.g., community safety forums, volunteer coordination under official guidelines).
We urge swift action: Time is critical in abduction cases, and community trust is essential for effective investigations. Bring Nancy Guthrie home safely, protect our elders, and demonstrate that Pima County prioritizes justice and public safety.
Decision Makers to Target:
Chris Nanos (Pima County Sheriff)
Pima County Sheriff's Department
Federal Bureau of Investigation (FBI) – Tucson Field Office / Director
Arizona Governor Katie Hobbs (for state-level oversight)
Pima County Board of Supervisors
